The adjourning chart indicates the Tax Increment Revenue received by the top 36 cities with CRAs in Los Angeles County.
Again, mammoth Los Angeles leads all County cities with a huge $146,026,00 Tax Increment Revenue.
Lancaster and Palmdale ranked equally high at 2nd and 3rd, with Revenue of $32,117,270 and 428,460,920 respectively. With this type of CRA commitment, along with the anticipated regional airport shift that is in the pipeline, it’s a safe bet that both cities will continue to outpace other cities in the county, and will also continue to attract the type of middle-class African American who once looked upon Inglewood as the place to be.
It should be also noted that Inglewood’s $12,312,182 in Tax Increment Revenue is higher than its Indebtedness exposure because of the economic upgrades at Hollywood Park Race Track and Casino. Inglewood’s CRA tax-increment revenues brightened, without being at risk, from the tax increases that resulted in the 1999 sale to Churchill Downs, and the development of Home Depot and Target Stores on a section of Hollywood Park’s south-east parking lot on Century Boulevard.
Some have argued that receiving a bonanza in “tax increment revenue” from “private-marketplace” business development, is a form of Redevelopment Abuse. They complain that Inglewood’s CRA should not receive “revenues” from projects it neither initiates or finances.
